President of ERIA Participates in the 17th ASEAN Plus Three Environment Ministers Meeting

Jakarta, 22 October 2021Professor Hidetoshi Nishimura, President of ERIA, gave a presentation at the 17th ASEAN+3 Environment Ministers’ Meeting (EMM). The online event was held via video conference.

H E Dr Siti Nurbaya Bakar, Indonesia's Minister of Environment and Forestry and Chairperson of the meeting, in her opening remarks recalled the 16th ASEAN+3 Environment Ministers Meeting (EMM), which took place in Cambodia in 2019.

She reminded delegates that one salient output of the meeting was the establishment of ERIA’s Regional Knowledge Centre for Marine Plastic Debris (the Centre) to support ASEAN+3 countries in their fight against marine plastic pollution. She expressed hope for the Centre to continue playing a significant role to support the region in the coming years.

Professor Nishimura, speaking during the Highlights of the Progress of Activities under ASEAN+3 session, reported on marine plastic debris actions taken by the Centre and highlighted the following points.

  1. The Centre's mission aligns perfectly with the recently announced ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States (2021-2015). ERIA is committed to supporting the strategies set forth by the Regional Action Plan.

  2. The Centre's Private Sector Platform, launched in 2021, is an online forum that welcomes companies from the ASEAN+3 region to showcase their business practices which reduce marine plastic pollution. Through this, ERIA aims to connect private sector initiatives with sound policymaking.

  3. ERIA has recently established its Experts Working Group on Marine Plastic Debris. Through collaboration with experts from a diverse set of disciplines, ERIA intends to create relevant knowledge which is conducive to science-driven policymaking.

  4. ERIA, through the activities of the Centre, aims to contribute to broader goals set out in the Framework for Circular Economy for the ASEAN Economic Community (AEC).

H E Mr Dato Lim Jock Hoi, ASEAN Secretary-General, expressed his appreciation to ERIA for advancing the objectives of the ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States (2021-2015).

He also underscored the importance of collaboration between the ASEAN Secretariat, ERIA and the Centre, and commended the finalisation of the Framework for Circular Economy for the ASEAN Economic Community, which will make a crucial contribution to marine plastic prevention.

Malaysia has announced the launch of the Marine Plastic Litter Action Plan 2021-2030, addressing mismanaged plastic litter while also recognising the need to take into account local contexts and specificities.

H E Mr Dato Erywan Pehin Yusof, Brunei Darussalam's Second Minister of Foreign Affairs and representative of the ASEAN Chair country, spoke on the recent publication of the ASEAN Regional Action Plan for Combating Marine Debris in the ASEAN Member States (2021-2015). He emphasised the importance of raising public awareness and convening a range of stakeholders. A critical issue is the reduction of single-use plastics and packaging, which often end up in the ocean.
