ASEAN-Japan Cooperation Symposium: the Launching of the ASEAN-Japan Action Agenda on Plastic Pollution

Vientiane, August 24 2023: The ASEAN-Japan Action Agenda on Plastic Pollution was launched at a symposium commemorating 50 years of cooperation between ASEAN and Japan during ASEAN-Japan Environment Week, held in Lao PDR on 22-24 August.

Mr Reo Kawamura, ERIA Director for Environmental Policy and Director of the Regional Knowledge Centre for Marine Plastic Debris (the Centre), launched the new action agenda at the symposium on 24 August. He outlined the role the Centre will play in on the ground implementation of the action agenda, which was initiated by the Japan government.

The objectives of the action agenda are:

●        Promoting full life cycle and science-based approaches for marine plastic measures

●        Supporting effective, progressive and concrete actions at all levels and stakeholders

●        Contributing to the development of an international legally binding instrument and its implementation.

The expected outcomes of the action agenda are:

●        Supporting the formulation and implementation of national action plans

●        Promoting the consolidation and assessment of scientific knowledge

●        Raising awareness: an inclusive discussion with relevant stakeholders

●        Enhancing knowledge sharing and capacity development through the Centre.

Mr Kawamura said the Centre will support the objectives set forth in the action agenda. Cooperation already contributing to this includes: support for ASEAN Member States (AMS) in providing important input for the formulation of the Global Plastic Treaty to ensure its relevance to the region; information sharing on effective ASEAN extended producer responsibility (EPR) schemes to manage plastic waste; continuous efforts to further consolidate the scientific network with relevant research institutes and organisations in the region; establishment of the Experts Working Group on marine plastic debris; implementation of research projects to support data-driven policy making in the region; realisation of a number of awareness raising activities and stakeholder engagement; and activities pertaining to knowledge sharing and capacity development.
